Ratification of the agreement between the government of the Russian Federation and the government of the French Republic

Ratification of the agreement between the government of the Russian Federation and the government of the French Republic «On temporary labour activity of citizens of one state on the territory of another state» became effective on March 1 , 2011.

According to the Article, 2 of this Agreement, the right for a simplified procedure of obtaining a work permit have the following categories of French citizens:

1) Employees of the Representation offices (branches) – the citizens of the French Republic, working in representation offices (Branches) of foreign legal entities, located on the territory of Russia, within the quantities allowed during accreditation (opening) of these representation offices (Branches);

2) Employees of group of companies. A group which includes a head office and companies which the head office controls directly or indirectly in accordance with the constituent documents is considered a group of companies. Two variants are possible:
- citizens of the French republic, who concluded the labour contract with legal entity located on the territory of the French republic and performing labour activity in company or organization of the same group of companies, located on the territory of Russia;
- citizens of the French republic, who concluded the labour contract with the company or organization, located on the territory of Russia and being part of the same group of companies.

3) Company’s executives – citizens of the French republic, who are responsible for management or  who run a
business on the territory of the Russian Federation by virtue of French republic legislation or Company’s constituent documents.

4) Highly qualified employees – citizens of the French republic, who concluded the labour contract with the employer located on the territory of the Russian Federation, and who meet at least two of the three following requirements:
- higher education certificate (diploma), which corresponds to the profession, indicated in labour contract – should be confirmed by submitting apostil document copy with notarially certified translation into Russian;
- at last 5 years relevant work experience according to profession and position indicated in labour contract (confirmed by labour book if the job took place in Russia or by references from foreign employer);
- salary amount equal or exceeding 3200 euros per month according to labour contract.

5) Young specialists - citizens of the French republic at the age of 18 to 30, already working or intending to perform
labour activity, who go to the territory of the Russian Federation  in order to improve their working prospective and broaden the knowledge of Russian society due to obtaining experience of paid work on the basis of labour contract, signed with Russian employer.

6) Persons, crossing the border with visa "vacation - work" – citizens of the French republic at the age of 18 to 30, intending to visit Russia in order to spend vacation with the possibility of performing labour activity.

7) Family members – spouses or minor children, accompanying the above mentioned citizens as family members except for the types indicated in the item 2 and 6 of the present Article.
