Issuing of an insurance certificate of state pension insurance for foreign workers in PFR.
In accordance with making amendments into Item 1, Article 7 of the Federal Act of December 15, 2001 No. 167-FZ “About compulsory pension insurance in the Russian Federation” since January 01, 2012 there is an obligation on the employer to issue an insurance certificate of state pension insurance for the foreign workers in the Pension Fund of the Russian Federation, temporarily staying in the Russian Federation, who have concluded a labour contract for an indefinite term or a fixed-term labour contract for the term not less than six months, and, in this respect, to pay insurance fees for them for the financing of insurance component of labour pension to the funds of the PFR.
This rule doesn’t apply to highly-qualified specialists.
Therefore, the employers should issue an insurance certificate of state pension insurance for the aforementioned groups of persons before the end of the first quarter of the year 2012, i.e. before March 31, 2012.
