Since the 1-st of December, 2012 the knowledge of Russian language at least on a basic level must confirm only those foreign citizens who work in the sphere of housing and communal services, retail or consumer services.

The level of knowledge of the Russian language for the issuing of a work permit in Russia for a foreign citizen.

To confirm language skills a foreign citizen can by providing one of the following documents:
1) The Certificate of State test on the knowledge of Russian language as a foreign language, issued in accordance with the procedure established by the authorized federal executive body, and confirming that the foreigner knows Russian on the level, which is no less than a basic level of Russian language;
2) The Education document (not lower than of general education), issued in a foreign country, which is recognized in the territory of the Russian Federation in accordance with paragraph 2 of Article 272 of the Law of the Russian Federation from July 10, 1992 No 3266-I "Concerning Education" ( hereinafter - the Law of the Russian Federation "Concerning Education"), with a notarized translation of the document in Russian, if this document contains the record which states that its bearer learned Russian, or the document on education (at no less than the level of basic general education), issued by a foreign country, which is recognized in the territory of the Russian Federation in accordance with paragraph 3 of Article 272 of the Russian Federation Law "Concerning Education", with a notarized translation of the document in Russian and with the certificate of recognition of the document in Russia, if this document contains the record which states that its bearer learned Russian;
3) state-recognized document on education (at no less than the level of general education) issued by an educational institution in the state, which was part of the Soviet Union before the 1-st of September 1991;
4) state-recognized document on education (at no less than the basic general education) issued by an educational institution in the Russian Federation since September 1, 1991.

There is no need to confirm the language skills for those who are citizens of such countries in which Russian is the official language, as well as in other cases provided for by federal law or international treaty of the Russian Federation.
