The Partner of the law firm A3 Group Artak Mirzoyan has made a presentation in which he has marked the results of 2009 and positive trends in 2010. Among other issues Mr. Mirzoyan has mentioned an extended list of quota-free positions, and a substantial role of employers’ associations in formation of legal basis for employing of foreign nationals.</p>

Many questions have been raised regarding development trends in Russian migration legislation following the presentations “Validity period of  a labour agreement with a foreign employee: legal regulation, conflict of laws, correlation of labour and migration legislation”, “Legalization of foreign citizens in the territory of the Kaluga region”, “Migration audits: typical mistakes of the employer, consequences and examples in practice”. “We extend the number of events to train employees of foreign investors in the Kaluga region. We are ready to develop this kind of cooperation with all companies”, Director of A3 Group Kaluga branch Alexander Zharkov said.</p>

			<content:encoded><![CDATA[<p><strong>Order of the Ministry of Public Health and Social Development of the Russian Federation dated September 11, 2009 # 739n On the Approval of the order and forms of accounting of employees leaving for business trips from a seconding company and arriving to a company to which they are seconded</strong></p>
<p>The Ministry of Public Health and Social Development of the Russian Federation has approved the order and forms of accounting of employees seconded on business trips. Accounting of seconded employee will be held in departure and arrival journals. The seconding company records the employee data in the departure journal. The company to which the employee has been seconded records the data in the arrival journal. The journal samples are given in the Appendixes to the Order.</p>
<p>The Order stipulates that the employer is obliged to keep the journals for five years as of the date of their issuing. An employee has to be appointed responsible for keeping the journals and for putting relevant notes in business trips certificates.</p>
<p>Approval of this order complicates business trips for foreign nationals to the regions for which they do not have work permits. Seconding of foreign employees on business trips is regulated by the Decree of the Government of Russia dated 17.02.2007 # 97. It stipulates the period of staying of foreign employees on a business trip not longer than 10 calendar days within the whole period of validity of a work permit or 60 calendar days in case of a travelling kind of work. However, up to the moment there was no control over movements of foreign employees on business trips. Coming into effect of the Order has led to such control, and inspection state authorities have gained an opportunity to impose sanctions for particular violations of labour and migration legislation.</p>
<p>The order was published in the “Bulletin of statutory acts of federal executive bodies”, # 44, 02.11.2009 and came into force 13.11.2009.</p>

			<content:encoded><![CDATA[<p>October 22, 2009 a round-table meeting on issues regarding acquiring and use of foreign employees and on the results of working quota requests for 2009 took place at the Ministry of Labour, Employment and Personnel policy of the Kaluga region with the participation of  A3 Group Law Firm, the Department of the Federal migration service of RF for the Kaluga region (UFMS RF of the Kaluga region) and the Regional Development Agency of the Kaluga region. Russian and foreign investors also participated in the meeting.</p>
<p>Participants of the meeting discussed questions regarding execution of migration legislation and considered improper legal actions frequently taken by employers using labour of foreign nationals.</p>
<p>The seminar was attended by representatives from more than 100 companies.</p>
<p>The deputy minister for Labour, Employment and Personnel policy of the Kaluga region – the head of the Department for Labour and Personnel policy I.R. Batischeva has presented the results of working quota requests for 2009 to the participants of the seminar.</p>
<p>The leading associate of A3 Group Law Firm A.L. Mirzoyan has analysed improper legal actions frequently taken by employers using labour of foreign nationals.</p>

The head of the Investment Projects Support Department of the Regional Development Agency of the Kaluga region Maxim Grishin has noticed that A3 Group is one of the first companies which entered the market of corporate services of the Kaluga region with high quality and strong competence.</p>
<p>The administration representatives being at the presentation have also marked timely professional legal support of foreign business. <p>The Round table organized by HeadHunter , the leader among operators the internet – recruitment, was held on June, 4th in conference hall of Korston-Hotel  @ Casino Moscow.</p>
<p>The meeting was devoted to questions of recruitment abroad, and also works with foreign staff in branches of the Russian companies and attraction foreign staff in Russia.</p>
<p>On meeting there was a  narrow circle of persons among which representatives of the large international and Russian companies, such as GAZPROM-EXPORT, ROSATOM, VTB, AFK-SYSTEM,  RUSAL, GENERAL ELECTRIC, CAPITAL GROUP, etc.</p>
